BULKY CIVIL SERVICE?

THIS COMMENT IS WORTH THINKING ABOUT, FOLKS,

every establishment may it be civil or private instill direction and leadership from top down.

if our level of prime ministers, ministers and director generals are already corrupt and inefficient, what hope is there for the citizen?

it again boils down to ethnic groups. you know when a chinese takes money illegally, they are definately not a function of ineffecientcy but truly corrupt.

but when a malay takes money, are they corrupt or inefficient or due to years of practising the corruption, to them it feels that it has become their birth right. and to them it does not seem wrong?

many many years ago in our boleh land, if you were to get pull over lets say for not putting on your sit belt by the police. there will be a long long negotiation between you and the policemen and you will be begging the policeman not to issue you with a summons. and they will be very reluctant to take any money if at all.

now if you get pull over by the policeman, they will give a menu of prices for payment;
1. not wearing sit belt 100
2. using handphone 50
3. illegal u turn 80
4. speeding 30 km zone 50
5. speeding 50 km zone 100
6. speeding on highway 150
7. breathing in the car 10?

you get the drift?

when the leadership is practising the same morals standard who are the people to look up to?

our abdullah always forms committees for anti rasuah, integrity, transparency, efficiency... all full of bull. at the end nobody is monitoring these functions and then he sets up new committees to overlook the existing committees??? what the fuck is going on, you ask yourself.

MRR2, talk and talk and talk. no headway. etc etc.

why will the civil service respect and adhere to any government policy when the leader is screwed up? and the man from cambridge or so it seems is no better. and that is suppose to be our political future in boleh land?

Bulan for puteras for PM and I will turn the country around, politically, economically and functionally.

You know the population in the US is some 250 million people, the population in malaysia is 25 million. the civil service size in the US is 700,000 and is considered high, in this country our civil size is 1,300,000 and we are still inefficient??? what the F?

these are symptoms of problems.
the question to ask to get to the real problem is:

1. does race play a part in efficiency?
2. is corruption prevailing due to the inefficiency or greed?
3. is corruption necessary due to income levels?

when you get the answer to the above, Mr Jabar, you can start eradicating the problems the real problems. hope this is helpful

Bulan of puteras has raised important points. I particularly concur with his apprehensions of the large, bulky civil service.

My "survey" over the past 7 years tells me that the Rakyat is unaware of the true "power and impact" of the civil service. We also can agree that generally, there is poor service and neither is there civility.

How can Raperas highlight this to the Rakyat. Anybody with ideas to put the limelight on the civil service?

The only answer to this Bulky Civil Service is the total restructuring of civil service. the best example is to follow Singapore.
Recruit the best of the best without reference to a particular race!

USA with population of 250 million has a civil service strength of 700,000 people. Malaysia with population of 25.0 million, have got a civil service size of 1.3 million. How ?

I guess the head honcho, Tan Sri Sidek got to prove jahaberdeen's confidence in him by making sure our civil service stop becoming a burden to the rakyat.

Emoluments contributes to about 25%of our budget for operating expenditure next year. I am sure that would not cover salaries and emoluments for some statutory bodies.
Worse, our operating expenses is almost 80% of our budget for next year. That means for every RM 1.00 we spent next year, 20sen will go to salaries and emoluments of the civil service - that is almost similar to total amount we are going to spent for development ! Compare that with the quality of the civil service and I say our KSN have a big job to handle. Is he good at it ? No evidence of it so far.

you are most right in your observation. the 1.3 million does not include the other "privatised" entities, such as Khazanah, PNB, Pos Malaysia, ASNB and what about the subcontract work they must have sub out such as printing of IC, passport, smart chip and so forth.

since 99% of the civil service is made of bumiputeras or malays, is this a question the race being inefficient? or has malaysian public toletared this sort of service resigned to the fact that nothing can be doned or queries were made upon the efficiency of this group it will boil racial disharmarny and our hisham will have to come out and make peace with the melayus by waving his keris which will spill the chinese blood from KLIA to Putrajaya to KL sentral. ofcourse the blood spilling of blood can only be achieve if the trains are not clogged like it is now.

last friday i was suppose to have a meeting with my friend in victoria station damansara heights at 6 pm. my friend was flying in from KK by air asia to LCT and will take the train to Sentral which he will take the taxi to Victoria station.

his plane arrived at 5, no problems, he arrived in Sentral at 5.30 no problems, thought he would make the meeting with ample time.

he want to taxi ticket office at sentral, he found that it already closed. closed??? what the F he thought. this is suppose to be an international destination, suppose to attract visitors from everywhere. there were a few tourists and they ask my friend how do they go to KL from sentral. my friend had no clue as everything was closed, on friday 5.30 pm?? and we have huge visit malaysia signs potraying what malaysia is all about.

by the time my friend got to victoria station it was 9 pm. i could have driven to penang from kl in that time. this country is all talk and no back up at all, the politicians dont want change they just want to get rich.

Can we start some kind of project to make the people aware of the importance of civil service? SO that the civil service knows the people are watching them?
Any ideas from anyone?

Politicians will not be interested in this because there is no glamour..and also votes!

start something by watching them will not help as they already numb in their positions. there should be an element of them losing their jobs or pay cut or something like that for them to shift them from sitting on their left ass cheek to their right ass cheek.

if you can achieve that its comparative to you going to the moon in civil service terms.
